Methods
SMOKE and CMAQ were used to test the ability of the Maryland Clean Power Rule (CPR) to preserve the air quality benefits of the federal cap and trade program for power plant emissions under CAIR.
Results
Maryland CPR will decrease ozone by ~10 ppb 2009, similar to the results for CAIR.
